This scaffolding has been outside 98 – 121 Gaywood Close since Easter, and nobody has seen anyone work on it

I’d like to enquire about the scaffolding that has been outside 98 – 121 Gaywood Close for many months now, at least since last April. This makes this part of the estate look untidy and is a safety issue. People could climb the structure and enter the building easily.
We never see anyone working on them, why are they still up? when are they going to be taken down? and why were they put up in the first place?

A resident was recently told Metropolitan know nothing about the scaffolding
When the residents told Metropolitan the scaffolding had been up since last April she seemed quite shocked. Metropolitan said they would investigate further and let the resident know. Metropolitan said it might have been council or gas works.. but then Metropolitan should have been told.
This is not only an eye sore but also a safety issue. People could climb the structure and enter the building easily.
