This is part of a pattern of bad quality work done as part of their cyclical works

Painters have not painted the full area. There may have been a doormat covering part of the area at the time but painters avoided applying any common sense as it seems it may not have been removed in order to cover the full area.
Painters have left the old colour / paint and have not painted the full area as seen below.
This example show the painting job done on the balcony which for some reason they left one area unpainted and just completed the balcony railings. In general, painters seem to just paint over any dirt, rust or existing peeling paint. This causes the new paint not to last very long as it starts peeling as well.
