8 residents: Stephen Kearney (Chair), Chris Blake, Terry Curtis, Alex Delledone, Elizabeth Riordan, Sola Omolabi, Yemi Daji, and Nazar Alghilari
Cllrs Marcia Cameron & Ben Kind
Apologies: Cllr Mary Atkins
General remarks
Alex said his mother could not find a parking space at night and proposed limited time parking
Terry Curtis said he had been reluctant to support parking restrictions but the situation had changed, and he supported a 1- way scheme to cover High Trees.
Sola Omolabi lives at Baldwin House and sees people leaving their cars during the day to go to work. Someone from outside the estate even has 2 cars. She supports limited time parking
Nazar Aghilari lives at Morrison House just next to Community Centre. Parking very difficult especially when community centre has a function., and he is abused by people who park. It is a problem when he takes his mother to hospital. He was not sure about time-parking and had no opinion on 1-way system.
Chris Blake said by way of Chat that there is a Code of Conduct for hirers regarding noise and parking.
Elizabeth Riordan of Abbotts Park said she lived in Abbotts Park opposite the school. Except for school time she has no problem with parking, and is happy to leave things as they are.
Yemi of Vibart Gardens said she didn’t have car at present, but commuters would regularly use Vibart Gardens to park their cars. She proposed free permit for 1 car and pay for additional permits. She doubted whether Notting Hill were interested in parking, but she expected Metropolitan and Optivo to take the lead.
Cllr Kind said he had been aware of frustration by residents on bin collections, abandoned vehicles, maintaining roads, etc.
He made it clear that Lambeth Council was not responsible for the roads in St Martins other than High Trees, and part of Abbotts Park. The responsibility lay with the 3 housing asociations who would probably use a private contractor, as at Vibart Gardens, and this would involve a cost.
Cllr Cameron confirmed that on Lambeth Council streets there was a sliding scale for permits, depending on engine size and pollution. On Lambeth Housing Estates it’s a fixed fee.
Cllr Kind said that over 10 years ago the government had stopped incentivising enforcement. St Martins, along with Tulse Hill estate, was becoming known locally as a place where people could park for free.
There were particular problems for bin collection, especially at Bannister close, and also Williams House.
Cllr Kind said residents could apply to use Lambeth Council bike hangers which were subsidised, but had a waiting list of 5,000.
Terry Curtis thought most people were agreeable to 1 way system on High Trees but we still had to think about which direction it should go in. Also parking restrictions would not solve problem of parking at night.
