If you accept the appointment what Thames Water will probably find is that most, if not all, flats on the estate have two or more pipes supplying water. This makes the installation of meters very difficult.
So, in practice, having looked at your property, Thames Water will likely advise against the installation of a water meter, and may then reduce the amount you pay, simply because putting in water meters is just not practical.
We cannot be certain what will happen, but the likelihood is that you may get a reduction.
